Expands Massachusetts Paid Family and Medical Leave (PFML) coverage to include employees of school districts and education collaboratives, who are currently excluded from the state program

School districts and education collaboratives would automatically become covered employers and cannot opt out under the municipal exemption process in Section 10

Employer contributions for educator family and medical leave would be funded through the state income surtax revenue rather than by the school districts themselves

Benefits would not be paid to educators during established vacation periods or holiday recesses if the employee worked before and has reasonable assurance of returning after the break

Taking family or medical leave would not affect educators' creditable service for pension purposes or other employment benefits including vacation time, sick leave, seniority, and health insurance
