Sets member terms at 4 years for 2 initial appointees and 6 years for remaining members, with vacancies filled by the remaining council members if the governor fails to act within 60 days

Requires the council to meet at least 6 times per year and compensates members $100 per meeting day, capped at $3,000 annually, plus travel expenses

Makes the advisory council subject to the state's Open Meeting Law (Chapter 30A, sections 18-25)

Updates statutory references from "commerce and labor" to "labor and workforce development" to reflect current department naming
