Establishes a legal definition of "Forensic Unit" as a physically separate psychiatric unit with incarceration-level restrictions, specialized staff training, and appropriate physical environments for the patient population

Requires individuals committed to mental health facilities from correctional institutions (under Chapter 123, Sections 15, 16, and 18) to be initially placed in forensic units rather than general psychiatric units

Amends Massachusetts General Laws Chapter 123, which governs mental health commitments and treatment
