Defines "perinatal individual" broadly to include pregnant persons, those within 12 months of giving birth, adoptive/foster parents within 12 months of assuming custody, and those who experienced pregnancy loss within 12 months

Requires grant funding to prioritize programs serving medically underserved populations or areas with significant racial, ethnic, or geographic disparities in perinatal health outcomes

Mandates annual public reporting on grants awarded, recipient entities, program participants, impact on healthcare shortages, and populations served—with demographic stratification by age, race, ethnicity, gender identity, language, and zip code
