Requires MassHealth to establish reimbursement rates for applied behavior analysis (ABA) services provided by all practitioners licensed by the Board of Registration of Allied Mental Health and Human Services Professions, including assistant-level providers

Mandates the division adopt billing codes and modifiers enabling all licensed ABA providers to submit claims for reimbursement

Expands reimbursement eligibility to include claims submitted to MassHealth's contracted health insurers, health plans, HMOs, behavioral health management firms, and third-party administrators

Amends Section 10H of Chapter 118E of the General Laws (MassHealth statute)
