Amends Section 15 of Chapter 71 of the General Laws to revise procedures for towns voting on proposed regional school district agreements

Towns with open town meetings may vote by printed ballot at annual or special town meetings within 30 days of receiving the recommendation, or at town elections held 35-50 days after receipt

Towns with representative town meetings or councils must hold votes at annual or special town elections 35-50 days after receiving the recommendation

Regional school district is established if a majority of voters present and voting in each participating town approve the agreement

District formation proceeds notwithstanding any defects or omissions in the creation or organization of regional school district planning committees or boards
