Creates a comprehensive pancreatic cancer initiative within the Department of Public Health for coordinated prevention, screening, education, and support programs statewide

Establishes a 13-member Pancreatic Cancer Advisory Council including oncologists, nurses, social workers, and representatives from the Pancreatic Cancer Action Network and American Cancer Society Cancer Action Network, meeting at least monthly

Requires the council to develop a hospital certification system based on National Pancreatic Cancer Foundation criteria, establish a multi-provider consortium for best practices and clinical trials, and create a standard tissue donation consent form for research

Mandates a comprehensive study on pancreatic cancer prevalence, including germline testing results, tumor analysis, stage of diagnosis, treatment data, patient outcomes, and hospital surgical volumes

Directs the Commissioner of Insurance to survey genetic testing coverage by June 30, 2026, and requires the Center for Health Information and Analysis to update its 2014 mandated benefit review of pancreatic cancer screening costs
