Amends Chapter 111D of Massachusetts General Laws to update definitions for clinical laboratory regulation, including new terms for "CLIA-waived test," "exempt test," "ownership interest," and expanded definitions of "person" and "company"

Creates category of "exempt tests" that includes CLIA-waived tests and Provider Performed Microscopy tests, which are simple procedures with insignificant risk of error and exempt from certain licensing requirements

Expands authority to request laboratory specimen examinations beyond physicians to include other licensed health care practitioners authorized under Chapter 112

Authorizes the Department of Public Health to classify laboratory tests as exempt for physician clinical laboratory licensing purposes, with advice from the advisory committee on clinical laboratories

Requires clinical laboratory directors to be authorized by department regulation, rule, or order rather than by specific statutory qualifications
