Establishes a PFAS Remediation Trust Fund administered by the Department of Environmental Protection to mitigate PFAS contamination in drinking water, groundwater, soil, wastewater, and other environmental media, with priority given to environmental justice communities

Bans the sale of food packaging with intentionally added PFAS effective January 1, 2028, and prohibits priority consumer products (children's products, cookware, personal care products, textiles, carpets, upholstered furniture) with intentionally added PFAS effective January 1, 2029

Prohibits use of Class B firefighting foam containing PFAS for training or testing purposes effective January 1, 2029, and requires notification to DEP within 24 hours of any discharge or release

Requires the Department of Environmental Protection to add PFAS monitoring and treatment requirements to groundwater and surface water discharge permits upon renewal, and phases out sludge use without site-specific approval by January 1, 2030

Creates a publicly accessible reporting platform by June 1, 2028 for manufacturers to register consumer products containing intentionally added PFAS, and exempts agricultural land from conveyance and roll-back taxes when removed from use due to PFAS contamination
