Adds Section 245 to Chapter 111 of the General Laws, directing the Department of Public Health to develop a comprehensive statewide plan to assess, regulate, and improve indoor air quality (IAQ) in public buildings, excluding industrial spaces, private residences, temporary structures, and federal buildings.

Requires building owners to conduct IAQ assessments reviewing ventilation, HVAC&R systems, mold, moisture, and contaminant sources per ASHRAE standards, and to visibly post test results onsite and online within 48 hours of testing.

Establishes a formal complaint process allowing building occupants to report IAQ concerns to the department, which must investigate valid complaints within 90 days and share results within 30 days; building owners must complete required remedial actions within 120 days.

Authorizes the department to conduct inspections with building owner consent, seek administrative search warrants if entry is denied twice, and charge fees to cover inspection costs; building owners have 90 days to complete remediation following inspection findings.

Imposes penalties up to $10,000 per violation for building owners who knowingly fail to comply, with funds directed to the department's operating budget; the main provisions take effect January 1, 2026, with biennial reporting to the legislature required thereafter.
