Restricts administration of controlled substances (schedules II-VI) to licensed healthcare professionals: dentists, nurses, physicians, podiatrists, perfusionists, optometrists, veterinarians, or supervised students in these fields

Permits exceptions for self-administration, emergency epinephrine pen use, administration by EMS personnel, and administration by a patient's domestic partner or family member

Allows certified medication aides in long-term care facilities to administer controlled substances under section 72W1/2 of chapter 111

Defines "self-administration" to include situations where a competent patient who understands their medication can supervise an unlicensed person to directly administer the controlled substance to them

Amends Section 7 of Chapter 94C of the General Laws by adding new subsection (i)
