Authorizes the State Reclamation and Mosquito Control Board to conduct preventive, management, and eradication methods for arbovirus control statewide when the Commissioner of Public Health determines elevated risk exists

Requires minimum 48-hour advance notice of aerial spraying to local boards of health, property owners who have opted out, agricultural entities (beekeepers, cranberry growers, organic farms, aquaculture facilities), schools, and day care centers

Creates opt-out process allowing municipalities and agricultural entities to decline spraying if they submit alternative mosquito management plans approved by the Executive Office of Energy and Environmental Affairs

Mandates public reporting within 30 days of spraying operations detailing methods used, areas treated, number of applications, products applied, and results

Requires the State Reclamation and Mosquito Control Board to provide opt-out applications to private property owners pursuant to 333 CMR 13.03
