Amends Chapter 270 of the General Laws to remove menthol cigarettes and other flavored traditional tobacco products from the existing statewide sales ban, while maintaining restrictions on flavored electronic nicotine delivery systems (vaping products)

Exempts smoking bars from the flavored product ban for on-site consumption, and exempts products that receive FDA marketing authorization under 21 U.S.C. § 387j or § 387k(g)

Maintains the prohibition on selling electronic nicotine delivery systems with nicotine content greater than 35 milligrams per milliliter, except at retail tobacco stores and smoking bars

Requires the Department of Revenue to study and report on the tax revenue impact of repealing the menthol ban compared to Chapter 133 of the Acts of 2019 (the original ban), with findings due by July 2027
