Adds "athletic trainers" to the list of school personnel covered under head injury and concussion policies in Chapter 69, Section 8A of Massachusetts General Laws

Authorizes licensed athletic trainers who have completed annual head injury safety training (per 105 CMR 201.007) to make return-to-play decisions for student athletes under Chapter 71, Section 54A

Removes the restriction that athletic trainers must limit their practice to "schools, teams or organizations with whom he is associated," expanding their permitted scope of practice

Requires the Board of Allied Health Professions to review and update applicable rules and regulations within 180 days of enactment
