Creates the Naloxone Purchase Trust Fund to establish a universal purchase system for opioid antagonist distribution across Massachusetts healthcare facilities

Funds opioid antagonist distribution to acute care hospitals, emergency departments, substance use disorder treatment facilities, and community health centers

Requires healthcare facilities to offer opioid antagonists to patients with a history of opioid use, opioid use disorder diagnosis, or prior opioid-related overdose

Limits storage and distribution costs to no more than 10% of the total fund amount spent on naloxone purchases, unless covered by federal contributions

Requires annual reporting to the House and Senate committees on ways and means, public health, and health care financing on fund collections and expenditures
