Amends Section 25B of Chapter 111 of the General Laws to revise the definition of "new technology" for healthcare determination of need purposes

Defines "new technology" as equipment such as magnetic resonance imagers (MRIs) and linear accelerators, or services that the Department of Public Health determines qualify based on quality, access, or cost considerations

Explicitly excludes computerized tomography (CT scanners) from the "new technology" classification

Excludes any equipment widely utilized as standard diagnostic, treatment, or therapeutic technology from determination of need requirements
