Creates a 13-member Human Service Transportation Consumer Advisory Board within the Executive Office of Health and Human Services to improve non-emergency transportation to medical and community services for persons with disabilities

Board includes 2 non-voting members (Secretary of Health and Human Services as convenor, MassHealth Director) and 11 voting members appointed by the governor from consumer lists submitted by disability advocacy organizations including the Developmental Disabilities Council, Independent Living Centers, and Disability Law Center

Requires minimum of 6 public remote meetings annually plus 2 virtual consumer listening sessions with targeted outreach to HST service users

Mandates annual report of recommendations filed by December 1 to legislative committees, including Transportation, Children/Families/Persons with Disabilities, and Ways and Means

Human Services Transportation Office must staff the board and provide updates on actions taken in response to recommendations
