Prohibits the sale of tobacco products to any person born on or after January 1, 2006, creating a permanent generational ban that will eventually phase out legal tobacco sales entirely

Expands the definition of "tobacco product" to include all nicotine-containing products, electronic cigarettes, vapes, and electronic nicotine delivery systems regardless of nicotine content

Exempts FDA-approved tobacco cessation products and medications marketed exclusively for medical purposes

Preserves the ability of state agencies and local governments to impose additional restrictions beyond this law

Takes effect January 1, 2027
