Allows Massachusetts towns, cities, or districts with artificial water fluoridation programs to end those programs through a local ordinance passed by City Council, Town Meeting, or Water Commissioners

Requires a petition of at least 10 registered voters to initiate the process of considering a fluoridation ban before the local legislative body

Authorizes water superintendents or water commissioners to suspend fluoridation programs at will if they determine the program poses a risk to consumers, workers, infrastructure, or the environment

Amends Section 8C of Chapter 111 of the General Laws by adding a new paragraph after line 46
