Prohibits pharmaceutical and medical device manufacturer agents from offering or giving gifts of any value to health care practitioners, their families, employees, health care facilities, or education programs

Requires pharmaceutical and medical device companies to disclose annually by July 1st to the Department of Public Health all fees, payments, subsidies, or economic benefits provided to physicians, hospitals, pharmacists, and others authorized to prescribe or dispense drugs

Mandates licensing of all pharmaceutical and medical device manufacturer agents, with required training for initial licensure and continuing education for renewal

Establishes public disclosure of all reported data on a searchable state website, with recipient identities explicitly not protected as confidential information or trade secrets

Violations subject to minimum fine of $10,000 per occurrence, enforceable by the Attorney General, district attorneys, or Department of Public Health, with licensing fees split 75% to DPH and 25% to the AG's office
