Defines "Modest Meals and Refreshments" as food/drinks provided by pharmaceutical or medical device companies to health care practitioners, capped at U.S. General Services Administration per diem rates for Massachusetts, updated annually

Prohibits pharmaceutical and medical device companies from providing or paying for alcoholic beverages at informational presentations to prescribers

Requires meals and refreshments to occur only during educational presentations, not before or after, and bans presentations at recreational locations including resorts, sporting clubs, casinos, and vacation destinations

Expands reporting requirements for pharmaceutical company presentations to include: total spending on meals, venue costs, presentation content descriptions, number and names of prescriber attendees, presenter names and credentials, and spending on other items of value

Requires the Department of Public Health to collect receipts for all reported expenditures
