Prohibits the manufacture, sale, or distribution of food packaging in Massachusetts to which perfluoroalkyl and polyfluoroalkyl substances (PFAS) have been intentionally added in any amount, effective January 1, 2027

Defines PFAS as fluorinated organic chemicals containing at least one fully fluorinated carbon atom

Requires manufacturers and suppliers to provide signed certificates of compliance to purchasers stating that packaging meets the PFAS-free requirements, effective 90 days after the act's passage

Mandates that purchasers retain compliance certificates for as long as packaging is in use, and that copies be made available to the Department of Public Health upon request and to the public

Requires updated certificates when manufacturers reformulate or create new packaging products
