Requires owners and operators of nuclear facilities that generated retail electricity in Massachusetts to report continuous real-time data on dry cask spent nuclear fuel storage to the Department of Public Health Radiation Control Division

Mandates monitoring and reporting of temperature, helium release rates, and radiation release from each dry cask storing spent nuclear fuel

Exempts facilities classified as stranded assets under Chapter 164 of the Acts of 1997 from these reporting requirements

Directs the Department of Public Health, in consultation with the Attorney General's office, to promulgate rules and regulations implementing the reporting requirements

Amends Chapter 111, Section 5K of the General Laws to add "Storage of Spent Nuclear Fuel" to the existing nuclear reactor provisions
