PCA Quality Home Care Workforce Council must meet at least 3 times per year with a quorum of 7 members and publish meeting minutes on the state website

Council must establish and maintain a referral directory of personal care attendants, updated every 6 months, to help consumers find attendants for routine, emergency, and respite care

Creates a "personal care attendant pool" as an online registry to provide replacement coverage when a primary attendant is absent, with attendants required to give 24-hour advance notice of anticipated absences

Registered primary personal care attendants may work unlimited hours per week for their designated consumer, and consumers retain the right to select, hire, and terminate attendants or transfer that authority to the council

Establishes a paid PCA surrogate program to reimburse agency employees or contractors (excluding legal guardians, family members, or fiscal intermediaries) for performing management tasks when members are unable to do so themselves
