"Synthetic drugs" defined to include synthetic opioids, fentanyl, carfentanil, synthetic cocaine, bath salts, MDMA, synthetic marijuana, and synthetic psychedelics

Study must collect data on types of synthetic opioids, historical usage rates, and physical, mental, and emotional short-term and long-term health impacts

Department required to develop strategic and legislative recommendations to reduce synthetic drug use through public awareness campaigns, educational curriculum, and rehabilitative therapies

Final report with recommendations and draft legislation due to Senate and House clerks by December 1, 2026
