Mandates the department establish and publish complaint procedures on the Office of Emergency Services website for investigating complaints against EMS-certified personnel

Creates an 8-member EMS peer licensure advisory committee with representatives from firefighter, ambulance, and paramedic associations to advise on complaint resolution and disciplinary actions, meeting at least twice annually

Requires the department to study and recommend permanent funding sources for the Office of Emergency Medical Services, regional councils, and medical emergency direction centers, with a report due December 1, 2025

Adds requirements for clear communication guidelines between regional EMS councils and the department in state EMS planning
