Requires trauma kits containing tourniquets, gauze, gloves, and training booklets in all public buildings including schools, city halls, libraries, transportation facilities, and buildings with maximum occupancy of at least 300 persons

Mandates a trained "Trauma Kit Designee" certified by the American College of Surgeons or equivalent organization be on staff at all times in covered buildings

Secretary of Health and Human Services must develop a formula based on building capacity to determine the number of trauma kits required per building

Provides Good Samaritan liability protection for anyone who attempts emergency bleeding control in good faith without compensation, except for gross negligence or willful misconduct

Allows cities and towns to use Community Preservation Fund money to purchase trauma kits and fund designee positions in municipal buildings and public schools
