Establishes the Massachusetts Against Discrimination Fund as a separate state fund to support the Massachusetts Commission Against Discrimination (MCAD)

Fund would cover costs for investigating, prosecuting, and adjudicating unlawful discrimination claims, as well as training public and private entities on discrimination prevention

Creates a voluntary check-off option on state income tax returns allowing taxpayers to donate all or part of their refund, or add a contribution to their tax payment

Fund may also receive gifts, grants, and donations from public and private sources; no indirect costs will be assessed on deposits or expenditures

Funds carry over between fiscal years without reverting to the General Fund, and MCAD may spend without further appropriation
