Establishes the Bilingual Education Trust Fund to provide financial assistance for bilingual education programs and fund educator incentives, administered by the Commissioner of Elementary and Secondary Education

Creates a bilingual educator incentive program offering $10,000 annual stipends for properly licensed bilingual educators, plus additional stipends of $5,000 for bilingual staff, $1,000 for those with a state seal of biliteracy, and $1,000 annually for 5 years for Massachusetts public school graduates

Provides $30,000 in student loan repayment assistance to bilingual educators who complete 10 years of service in the same district's approved bilingual education program

Funds the trust through redirected tax revenue: 5% of sports wagering excise taxes (from in-person, mobile, and fantasy contests) and 2% of the 10.75% marijuana retail excise tax

Creates a task force on bilingual educator workforce and requires the Department of Elementary and Secondary Education to establish licensure reciprocity agreements with other states, with annual reporting on certified bilingual educator progress toward 2035 goals; effective January 1, 2027
