Boston Gas Company must pay all costs for engineering, appraisals, surveys, and deed preparation, with easement price set at the greater of fair market value or value in proposed use

Inspector general must review and approve the independent appraisal before conveyance, with reports submitted to House and Senate committees on ways and means and state administration

Creates the "UMass Boston Morrisey Boulevard Easement Fund" to receive sale proceeds, administered by the UMass Boston chancellor for university purposes without further appropriation
