Prohibits state and public agencies from studying, planning, designing, acquiring, leasing, or constructing new correctional facilities or detention centers in Massachusetts

Bans expansion of existing facility capacity beyond current design or rated capacity, and prohibits converting dormant facilities for detention or incarceration purposes

Allows only routine maintenance and improvements to existing facilities that ensure code compliance, improve living conditions, or enhance programming spaces—provided changes do not increase bed capacity

Creates an exception allowing county sheriffs to transfer up to 30 beds from a closed county jail to another existing correctional facility within the same county

Moratorium expires automatically 5 years after the act's effective date, at which point the construction restrictions and the county jail exception are both repealed
