Mandates that institutions provide lifetime care for animals that cannot be rehomed, with no further research permitted on them

Redirects canceled funding to cover the cost of caring for former research animals

Applies to all animals including rats, mice, birds, reptiles, and amphibians, with requirements for adequate space, freedom, and social contact for social species
