Division of Capital Asset Management and Maintenance must promulgate rules within one year and establish a database of representative Whole Building Life Cycle Assessments or use federal LCA Commons

Biennial reviews required starting 2 years after rule finalization to increase embodied carbon reduction targets consistent with achieving net zero emissions by 2050
