Secretary of administration and finance must direct all state agencies under gubernatorial control that issue public benefits or licenses to register for the federal Systematic Alien Verification for Entitlements (SAVE) Program

Agencies must use SAVE to verify eligibility of applicants whose documentation is unavailable or questionable for public benefit or license purposes

SAVE registration must be incorporated into a uniform system establishing common eligibility standards across state agencies

Written report required to legislature by June 30, 2026 detailing enrollment and implementation steps taken

If any required agency fails to register by June 30, 2026, the report must explain specific reasons and include a 6-month action plan with legislative recommendations or appropriation requests
