Creates a Massachusetts COVID-19 Memorial Commission with 19 members to honor those who died from, were injured by, or harmed by COVID-19

Commission membership includes designees from the Governor, Senate President, and House Speaker, plus representatives from hospitals (5), nurses, doctors, educators, EMTs, firefighters, police officers, homemakers, food service workers, and 3 citizens at large

Commission has a 3-year term and will select a chairperson from among its members

Commission responsibilities include soliciting public ideas for a fixed memorial/statue, selecting a location, and potentially developing a public health educational outreach program on viruses and vaccines

Commission must produce a final report with analysis, recommendations, and suggestions for the memorial
