Raises the threshold for requiring formal competitive sealed bidding from $50,000 to $100,000 for all governmental bodies, eliminating the separate higher threshold that previously applied only to municipal and regional school districts

Procurements between $10,000 and $100,000 require obtaining written quotations from at least 3 vendors, with documentation of all contacts, quotes, and purchase descriptions

Removes the requirement to post procurement opportunities on the COMMBUYS system, replacing it with posting "through additional means reasonably calculated to notify the public"

Applies uniformly to all governmental bodies including municipalities and regional school districts under Chapter 30B of the General Laws
