Adds a new exemption to public records law protecting documents covered by attorney-client privilege, work product doctrine, or other doctrinal protections from disclosure

Requires all state agencies and municipalities to create, implement, maintain, and enforce comprehensive information governance (IG) plans for document and data retention and disposal

IG plans must include protocols for storage, naming, privacy, security, routine disposal, methods to halt disposal when necessary, and appropriate sharing of documents in any format

IG plans must comply with the state records retention schedule maintained by the Secretary of the Commonwealth and must themselves be available as public records (with permitted redactions)

Attorney General is granted enforcement authority over these information governance requirements
