Creates a new Executive Office of Food Resources and Security headed by a governor-appointed secretary with authority to adopt regulations and consolidate administrative functions across eight specialized departments

Establishes eight departments: Food Production; Food Labor and Workforce Development; Food Innovation, Development and Research; Investment and Financing for Food Production; Food Security, Identification and Labeling; Economic Development for Locally-Produced Food; Nutrition and Food Health; and Self-Sufficiency for Food Production

Defines "food producer" to include both farmers and commercial fishers operating under Massachusetts licenses, with a long-term goal of enabling the state to feed all citizens without importing food from other states

Authorizes the Massachusetts Development Finance Agency to provide loans to food producers selected by the Department of Investment and Financing, with preference given to producers operating in designated port areas

Requires the secretary to submit annual reports evaluating food production, distribution, labeling, and consumption in the commonwealth, along with recommendations for best practices
