Prohibits alcohol sales at stadiums, arenas, and large venues unless conducted and directly supervised by an employee holding an appropriate license from the Alcoholic Beverage Control Commission

Requires that patrons cannot access alcoholic beverages until the sale is finalized and the drink is physically served to them by a licensed employee

Amends Chapter 138 of the Massachusetts General Laws governing alcoholic beverage regulation
