Allows EMT paramedics to take the NCLEX-RN nursing exam without graduating from an approved nursing program if they hold national and state paramedic certifications, complete at least 9,000 hours of field work, and finish an NCLEX preparation course

Creates an alternative pathway requiring only 5,000 hours of field work for paramedics who also hold an associate's, bachelor's, or master's degree in emergency medical services from an accredited institution

Requires paramedics seeking RN licensure through this pathway to provide documentation for Good Moral Character evaluation under existing nursing licensure statutes

Directs the Department of Public Health to develop implementing regulations and guidelines within 180 days of enactment
