Exempts pedestrian facilities, bicycle facilities, transit lanes, bus rapid transit projects, and zero-emission transit infrastructure from Massachusetts Environmental Policy Act (MEPA) environmental impact review requirements

Allows highway widening by up to one lane within existing right-of-way for dedicated transit lanes, bike facilities, or transit improvements without MEPA review

Requires exempt projects to be led by a public agency, located within existing rights-of-way, and prohibits projects that induce single-occupancy vehicle trips or add auxiliary highway lanes

Projects exceeding $100,000,000 (in 2026 dollars) must hold at least one public meeting before claiming exemption and annual public meetings during construction

Lead agencies must file a notice of exemption with the Secretary of Environmental Affairs when proceeding with exempt projects
