Creates the "Metropolitan Transportation Network" combining the Metropolitan highway system, a new Metropolitan waterways system (Cape Ann to Plymouth Harbor), and certified MBTA bus, rail, boat, and fixed transit assets serving the same geographic areas

Expands the Metropolitan highway system definition to include portions of Route 2, Interstate 93, Interstate 95, and Route 1 with their ramps and access roads across communities including Cambridge, Lexington, Canton, Reading, Stoneham, Woburn, and Peabody

Requires the Department of Transportation to file a comprehensive tolling plan by December 31, 2025, and begin implementing the system by July 1, 2026

Mandates the new tolling system use electronic technology, implement dynamic/peak pricing to reduce congestion, treat users equitably based on origin, destination, and mileage, and provide incentives for motorists to use MBTA transit instead of highways

Authorizes toll revenue to fund operation, maintenance, repair, and expansion of MBTA assets once the Secretary certifies the highway system is adequately maintained, and requires MBTA cooperation with MassDOT on network development
