Creates a Regional Equity Roadway Board to develop and implement a comprehensive roadway pricing policy for Massachusetts, covering greater Boston metropolitan area roadways, major bridges, and interstate highways near state borders, with implementation authority beginning January 1, 2027

Board consists of 7 members: the Secretary of Transportation (or designee) plus 6 gubernatorial appointees including experts in transportation planning (serving as chair), tolling systems, traffic congestion, a municipal representative, a current or former MBTA board member, and a representative of low-income communities affected by congestion

Board responsibilities include analyzing roadway pricing requirements, proposing toll gantry locations, advising MassDOT on federal Value Pricing Pilot Program scenarios, and providing estimates of costs, revenue, traffic forecasts, and emissions impacts

Revenue from roadway pricing would provide financial support for traffic congestion relief and public transit initiatives as determined by the board

Annual written report required by December 15 to legislative committees, including analysis of mitigation measures for social equity issues affecting communities underserved by transportation and most impacted by congestion
