Projects must meet five performance standards: reduce surface parking in downtowns, provide affordable EV charging in dense multifamily areas, support housing production and transit-oriented growth, incorporate walkable urban design, and include a local financing plan

MassDOT must process municipal reimbursement requests within 60 days of receiving certification that work has been completed according to specifications
