Authorizes the Registrar of Motor Vehicles to enter into reciprocal agreements with other states and Washington D.C. for cross-border electronic vehicle titling and registration, allowing buyers to title and register vehicles purchased out-of-state electronically in their home state

Prohibits the registrar from excluding motor vehicle dealers from the electronic vehicle registration program based solely on their transaction volume

Allows the registrar to waive automatic mailing of paper certificates of title when a lien is satisfied, provided owners can still request a free paper copy and complete necessary title actions through an alternative process

Requires lienholders to release security interests within 3 days of demand (or 10 days maximum) when a loan is paid off, with payments by cash, certified check, or electronic transfer considered cleared immediately upon receipt

Mandates the registrar establish by January 1, 2026 a form or electronic process enabling dealers to retail vehicles once payment to satisfy a lien has cleared or electronic notification of lien satisfaction is received
