Excludes mobile carrying devices from the definition of "motor vehicle" under Massachusetts law, placing them in a separate regulatory category

Permits operation on sidewalks and crosswalks when the owner actively monitors the device, local ordinances are followed, and the device has a controlled-stop system

Prohibits devices from interfering with pedestrians or traffic, transporting hazardous materials, or operating on streets/highways except when crossing at crosswalks

Grants devices the same rights and obligations as pedestrians, but requires them to yield right-of-way to pedestrians on sidewalks and crosswalks; violations are classified as infractions
