Creates a new legal definition for "Class 3 electric bicycle" as a pedal-assist e-bike with motor assistance up to 28 miles per hour

Updates the definition of "electric bicycle" to include Class 1, Class 2, and Class 3 e-bikes with motors of 750 watts or less

Reverses current law on natural surface trails: e-bikes would be allowed by default, with municipalities able to prohibit or restrict them after public notice and hearing (currently e-bikes are banned unless localities opt-in)

Removes the statewide prohibition on riding electric bicycles on sidewalks
