Creates new Chapter 90K in Massachusetts General Laws requiring the registrar to accept electronic signatures on all documents related to motor vehicle registration and titling, including certificates of title, powers of attorney, and reassignment documents

Allows electronically signed documents to be submitted either electronically through existing systems like the electronic vehicle registration program, or as printed paper copies

Prohibits the registrar from requiring certification of electronic signature vendors or processes, and prohibits imposing additional requirements beyond those specified in the chapter

Requires electronic signature systems to verify user identity, maintain secure records, capture IP addresses and timestamps, and retain all information for 5 years with access provided to regulators and law enforcement upon request

Electronic signatures may only be used for the purpose indicated by the signer and must be linked to their electronic records to prevent unauthorized copying or transfer
