Commission must review internal project management procedures, permitting processes, regulatory barriers, project labor agreements, contractor procurement methods, and public-private partnership opportunities

Requires comparison of MassDOT project timelines with transportation departments in other states that have faster project delivery

Commission includes 12 members: Secretary of Transportation (chair), MassDOT Highway Division Administrator, State Auditor, Attorney General, legislative transportation committee chairs, minority leaders, Massachusetts Municipal Association representative, Associated General Contractors representative, and two Governor-appointed public members

Commission must hold at least 4 public hearings across different regions and submit findings with legislative recommendations within 12 months of passage
