Requires vehicles weighing 10,000 pounds or more to have a human driver physically present to monitor and intervene if necessary

Mandates submission of a law-enforcement interaction plan to MassDOT, Department of Public Safety, and local police departments before driverless operation, detailing how to contact fleet support, safely remove/tow vehicles, and identify when automated systems are engaged

Requires minimum $1 million liability insurance coverage for death, bodily injury, and property damage before operating without a human driver

Preempts local regulation by prohibiting municipalities and state agencies from enacting additional taxes, fees, or requirements specific to autonomous vehicles beyond what the Act requires
